Recently my winch has been acting odd.
Free spool tries to wind back in. I can hold it by hand and pull the cable out, but it surges them will try to reel in. Between surges I can pull it out a bit. Any thots? Keeping in mind that the temps have been 5deg to 20deh.

Assuming this is the 3325 winch commonly used the 450E, I would look for a problem with the winch clutch discs (breaking up or foreign material in them). In free spool the valve supplies pressurized oil to release the brake band, no pressure is sent to the clutch pack. It is possible some oil is bypassing in the valve however if it was a valve issue, I think it would be steadily trying to wind cable in.
Do you have the two technical manuals for your 450E? Have you gone through the Winch section in the operation and testing manual TM1330 OP? It has several other possibilities (Left driveshaft bearing dragging, clutch hub dragging on brake drum to winch screws, control cable binding). The repair procedures are in TM1330 RE the Repair Manual.
Have you changed the winch oil (Hy Gard or a J20C equivalent) and filter recently? Your operator's manual gives you some low temperature options. I use a Hy Gard equivalent year-round and have run at -20F without issues, after letting the crawler run a bit to warm up.
