440ICD Steering Clutch Problem

I earlier posted that I am having a steering problem on my 440ICD. Yesterday in removing the final drive for the 5th time I noted that the pressure plate and/or the number of disks might be the problem. I have 8 composite and 7 steel and notice that during installation the pressure plate fingers actually depress against the last disk thus engaging the clutch. Question: What should be the measured height of the fingers and secondly, how many disks for my 440ICD Ser No 457203?
I have 2 440s a 440ICD one about ready to run and a 440IC for parts
Both are inside arms. Both have 8A winches; one complete except fairlead and one in pieces. I am looking for a fairlead and advice on resurfacing the grouser shoes.

You should have either 13 or 16, although on occasion with all new parts, I have had to remove on steel disc in the 16 plate clutch to make it fit.
The finger height is adjusted with the clutch gauge, I have them on hand.
There has to be pressure on everything, or it won't work. If the fingers do not compress, there is no pressure on the clutch pack, and the clutch will slip.
