JD 450C steering problems

I have a 1974 450C that has started not wanting to steer. It will go in forward or reverse fine, but just doesn't want to turn. I've noticed alot of slack in the handles themselves but am not sure if those cylindars could be the culprit or not. I have a service manual that I bought 3 or 4 years ago that I need to dig up, but exactly what am I gonna be looking to fix? The brakes or the clutches?
The left side has been pretty much non existent the whole time I've had it, but I've gotten use to using it one sided, and now the other side is refusing to turn.
I would greatly appreciate anyone that can lead me into the correct path of where I should start looking.

The short answer is both or neither. Every one is different, find your manual, thoroughly read the section on adjusting the steering clutches, then begin the diagnosis. It may be something as simple as an adjustment, start there first, that is the cheapest.
