420 steering clutch adjustment?

could someone explain how to adjust the steering clutches on my 420c.the brake bands are in good shape and adjusted up the clutch just slipping a little with a full blade when turning left.everything is good and dry, no oil.there is less than 40 hrs on all new parts,it has just sat for over 7 yrs.

i ran it today for about 4 hrs and everything worked fine.acted up for the first half hour then worked great...old bugs maybe but had alot of fun
