JD 350B Stering

My 1972 JD 350B Crawler Only turns one direction. I took off the inspection plate off of both clutch housings. When you pull the right side you can see inside and both sides stop. So Im asuming my clutch is bad on the left side. After 2 days of running it by only turning with the left brake it now seems like the right side is getting weak also. On hills and pushing stuff the right side is now slipping. So Im thinking I need to replace both clutchs. I have both brake bands loose so it shouldnt be the brakes.

I just want to make sure that the cluths is the most likely problem or if im missing something.
