Hi,
I would first check adjustments to make sure sterring clutch/brake are setup properly. It sounds like the steering clutch is not releasing all the way or the brake is midadjusted or worn to much. The problem i had on my 440IC was the oil seal from trans/diff housing leaked onto my brake band/drum and it was doing the same thing yours is. If this is the case the final drive must come off for repairs.
