For some reason the fill plug on steering clutch housing on both sides is over filling and I know I have never over filled it. Does anyone know what else could cause it to overfill?

450C should have the common sump. The steering clutch housing plugs are commonly installed with Loctite to prevent opening them. The common sump level is a bit higher than the level used when they kept the compartments separate. Check and fill location for those compartments is the transmission. During a full service they can be removed, fill to the plug level, install the plugs and check/top off the transmission. Check several times a while apart to let the levels equalize.

There should be info in your Operator's and technical manuals about this.
