350 almost done

Thanks to all your posts and informative replys. I have just about finished my 1969ish 350. Every problem I encountered over the last year has been thoroughly discussed...... except one. After adjusting my steer clutches / brake bands for the first time (last week) I was amazed how easily this old machine handled, but the brakes were set too tight. It won't free roll even when on an incline. I first made sure the left and right brake rods had no tension on them. Now I am going to remove the two steer clutch covers and look at the brake band adjustment screw and the brake set screw. Any thoughts?
