1010 Water Pump - Pulley / hub removal

My 1010 water pump is on the bench, and I'm struggling to pull off the fan hub / pulley. Have tried with bearing puller, heat, and penetrating oil - not budged yet. I'm worried about damaging where the V-belt rides, and there's not enough space to get behind it - so have been using something screwed into the fan bolt holes.

I only need to replace the seal. Is another option to leave the fan hub on, pull the impeller off, and somehow pull the seal out with the shaft still in-situ?
