440 stuck bolts

OK still working on 440. As I was rebuilding the right steering clutch I noticed that the front cross member bolts appear to be loose. Is this a common thing? The other side seems like it has shims between the track system and mounting bracket.
I climbed under and tried a wrench. No worky. Should I try heating to remove? Should this have shims?

Fairly common, pain to fix, but they should not be loose.

If there not broken I've had luck heating up the area around the bolt and backing out the bolts, takes a lot of heat through then replace with new grade 8s.
nothing crawles like a deere
