The sleeve that is a guide for my steering clutch throwout bearing is not attached to the bearing quill for ring gear. I noticed in the service manual it was supposed to be. When I originally took it apart it slid out with bearing so I slid it back in with bearing. Is there need for concern or will it be "OK" like that?

It needs to be tight, it is driven into the carrier bearing quill. It is supposed to be rigid, and the throwout bearing holder rotates and slides on it. If it is loose, it will eventually wear the bearing quill so it will never hold a tube, and then you have a bunch more work to do.
