The foot brake linkage goes thru the steering clutch housing thru what seems be a hex pipe bushing is the hole and the rod supposed to be a tight tolerance or a seal of some kind there ?

There is supposed to be a boot that goes over the rod and the nipple. The correct one is obsolete, but there is a replacement. It is not at all like the original, and is kind of a tight fit, but it is better than nothing, it keeps the dirt and water out.
