Here is a blade I seen on eBay. It is confusing, there is no angle, but it looks like it tilts. Anyone know about this?

Brent,
The blade looks to be a 610 Bulldozer; The photo of the right side of the blade/boom is the track and wedges to manually tilt the blade up or down from the level position. There is a boom extension (it slides in/our of the boom that is hydraulically moved up and down) with a pin to set the blade angle in the 18 degrees, 25 degrees from the straight position on the right and left side boom. There is a pivot point and pin for the right and left side of the boom to accommodate this movement.

I have the operator’s manual if you need more info on the blade.

Tiny, I see the tilt, but I can't see how it would angle unless the corners of the a-frame or c-frame would pivot and they look to be fixed.
