It's a straight 350 and happened gradually. I checked the resevoir and it was empty. I added fluid , now both levers pulse when I pull them but the L/S still doesn't steer

The L/S power steering assist is not working. When I pull the R/S lever I see the ram moving out the backside of the housing. When I pull the L/S lever the ram coming out the back of the housing does not move
